8月12日，一条新浪微博称：郑州有正式环卫工雇一些年老的农村人替他们干活。正式工有编制，月工资为4000元左右；而雇一个临时工，每月只需1240元。附带的一则视频显示，拍摄点为中原区伏牛路垃圾中转站，几位穿着环卫工制服的中老年人正在清运垃圾，面对镜头他们发泄了心中的不满。一名吸烟男子称，自己已经干了20年，有正式编制的环卫工每月工资有4000多元，每月给1240元雇他清运小区垃圾。“人家一月落个3000元不干活，自己累得要死才千把钱，不合理，明摆着剥削人。”该男子愤愤不平地说。13日下午，针对此事，郑州市城市管理局环卫处于处长说：“情况属实，正在拿处理意见。”“属于‘占地工’，是历史遗留问题。”郑州市城市管理局环卫处副处长薛芳礼回应说，25年前，有一批“占地工”(占用他们家土地，政府安排工作)被政府安排进环卫系统，从事小区垃圾清运工作。“他们在环卫队伍管理内，有编制。”薛芳礼介绍，目前中原区还有24人，17人已经转岗，剩余7人中有一名已经退休。“目前中原区‘占地工’还有6人，仍然从事垃圾清运，其他区不存在这种情况。”薛芳礼解释，他们的工资由区财政发，根据工作年限，和区里事业编制正式工保持一致。“体制改革后，6名占地工从环卫局下到办事处。”于处长介绍，他们被安排在汝河路办事处汝河小区，由于汝河小区是一个老社区，没有相关的物业管理，办事处就把垃圾清运工作交给了6名“占地工”。“他们年龄大了，离家又远，就合伙雇了4名外地人干活，给他们发工资。”于处长透露，年限不同，“占地工”的工资也不同，平均在3000元左右。针对正式工雇用临时工替自己干活的问题，中原区进行了研究，处理结果为：一是自日起，上述6人返回原岗位工作；二是在雇用期间6人工资中除支付4名雇用人员工资和6人基本生活保障外，其余追缴上交区财政；三是6人如不按时上岗，按劳动法和事业单位有关规定予以处理。(东方今报)
