12月8日上午，军民融合发展战略合作暨共建郑州信大先进技术研究院在解放军信息工程大学举行签约仪式。省委副书记、省长谢伏瞻，省委常委、市委书记吴天君，市委副书记、市长马懿，解放军信息工程大学校长孟学政，政委宋新斌，省直有关部门负责人和市领导王跃华、杨福平，郑州高新区党工委书记、管委会主任赵书贤等参加签约仪式。共建郑州信大先进技术研究院在郑州高新区举行签约仪式会上，郑州市人民政府与解放军信息工程大学签署《军民融合发展战略合作框架协议》，郑州市人民政府、解放军信息工程大学及郑州高新区管委会三方共同签署《共建郑州信大先进技术研究院协议》，这是坚持走创新发展、军民融合式发展之路的又一重大探索实践。吴天君在致辞中说，近年来，在省委、省政府的大力推进下，在包括解放军信息工程大学在内的各类科研单位和企业的积极参与下，郑州电子信息产业以智能终端、物联网、云计算、电子商务为标志，呈现出国内外企业集中入驻、软硬件技术全面提升、产业规模快速增长的蓬勃发展态势。解放军信息工程大学的技术优势和郑州的产业基础，必将使双方的合作空间更广阔、成果更丰硕。宋新斌在签约仪式上表示，解放军信息工程大学将发挥信息技术领域学科、人才和科研优势，积极融入国家技术创新体系，认真落实合作协议确定的各项任务，助推郑州市建设创新型城市，努力打造全国全军军民融合深度发展的典范。谢伏瞻省长在签约仪式中寄望双方共同努力，携手打造中原信息谷。根据协议，双方将在人才培养、资源共享、协同创新、成果转化和信息服务等方面建立战略合作关系，加强研发人才和应用型人才培养合作，建设一批布局合理、设备先进、高效运行的军民融合科技创新支撑平台，组建产业技术协同创新中心和产业技术创新战略联盟，孵化一批军民结合产业项目等。同时，双方将在郑州高新技术产业开发区联合建设&郑州信大先进技术研究院&，作为推动军民两用先进技术研发和科技成果转化的平台。研究院将围绕信息安全、网络通信、数据工程、北斗导航、智慧城市等5大方向建立公共技术研发平台，强化基础性、前瞻性、战略性信息技术研究，深入开展产业共性关键技术研究、应用系统开发、产品研制和市场开拓工作。
