但报告也指出，某些品牌的电子烟产品会释放出甲醛、重金属等致癌元素，相比传统香烟对身体损害更大，且电子烟的吸入方式有助于尼古丁在空气中的广泛传播，对公共区域内儿童及孕妇的健康构成威胁。另一方面，各国针对电子香烟的广告以及销售渠道还没有完善，增加了未成年人的购买几率。所以 WHO 呼吁各国禁止在公共场所使用电子香烟，严格监管电子烟的销售渠道以及产品广告的功能性宣传。
